MBA program from main Panjab University seems alright.However, 'how the MBA (from Panjab university near sector 15 in Chandigarh ) is' can be better understood if you consider the following factors:
1.The rank and recognition of the university
2.The course structure
3.The experience and background of the teaching faculty
4.Teaching methodology
5.Placement record,if any
6. Feedback of current students enrolled int he program

As you say your mother is teacher in government school. So, for going abroad she need to take permission from highest authority of department say Regional Director of Education or Director of Education. Not merely permission of principal is sufficient
For getting the permission you need to submit a file with reference from your principal having all documents like copy of your passport, permission form Vigilance integrity work and conduct reports of yours at district level, proof of nay past travel to abroad, the proof of source of money which you are going to spend on trip, to concerned zonal officer of your school
