Selecting a college is purely and entirely your decision. It would be tough to state a college as the best as every college has it's own plus and minus points.
While selecting, you need to keep in mind the chief point that is to check the recognition. Other than this, you also need to check year of establishment, batch size, syllabus, faculty, fees, placements etc.
Be careful while selecting a college as merely getting a degree is not enough for this competitive world.

at this percentage it is difficult to get admission in good college because your PCM marks is lower than 45 % marks. you can try in private college because there are some AICTE rules for a minimum percentage

in ist counseling if you want to get admission then you have to appear for entrance exam , after if there is any seat vacant then you can get admission
