No, it is not possible to do M.Sc in CS after B.Sc in chemistry. You can apply for MCA if you have done your 12th with maths as a compulsory subject.

Talk as much as you can. With varied set of people, especially those that are very good at English. Listen to podcasts to observe pronunciation and fluency of native speakers. You can also go through for example British Council website for IELTS learning. Even if you don't take up the exam, checking out speaking, listening, reading samples helps you hone your fluency.

Sorry but your rank is too high in JEE paper 2 because above 300 marks are considered for admission in B.Arch in NITs or government colleges. So, there is no NIT available for you, so you should try for private colleges.

I'd like to tell you that you must be able to score 75% marks in +2 as a min. eligibility in order to appear for JEE Mains. JEE Mains consists of two papers- paper-1 (For B.Tech admission in NITs, GFTIs, also need to qualify JEE Mains to appear for JEE Advanced) paper-2 ( or B.Arch admission in NITs and SPAs). If you are interested in pursuing B.Tech in IIT, you need to qualify in JEE Mains and should appear for JEE Advanced. Also, you need to appear for AAT if you want to pursue B.Arch in IIT. JEE Mains is regarded as one of the most competitive exams so you need to excel every topic of the syllabus in order to gain an upper hand.
