Hello Maqsood Alam,
It's very nice to hear from you that you are interested in doing your graduation in engineering after completion of Diploma. But distance education mode is not the method since UGC has banned it. You can instead think of doing AMIE which is equivalent to graduation in engineering.

Hi, as NIT Warangal is a well established university compared to IIT-Bhubaneswar it has an upper hand in placements. But if you're looking for better resources, facilities, atmosphere and faculty, you should go for IIT.
