In order to be eligible to get admission in M.A. English, you need to have a Bachelor's degree in English. No, IGNOU has various centers, where exams are conducted. Yes, but take care that year of getting the degree is different. For example, if you get B.Ed degree in 2022 then try getting M.Com degree in 2023.
