Hi Yeshendra!
As you are good in academics and have a tight budget of Rs.20 Lakhs, I suggest you apply for either/all of the three:
1. Apply for a one year masters courses from NZ (It will cost you less than Rs.20 Lakhs)
2. Try for a German University with English as the mode of education. Assuming, you don't want to learn German and hence no part time jobs (though you may still get part time jobs even if you don't know German), your annual expenditure will not exceed Rs.6 Lakhs and therefore for a two years course your expense would be a max of Rs.15 lakhs (including some semester fee).
