Yes you can apply through provisional admission process wherein your selection is based on the marks of 5 semesters, provided that you submit your degree certificate and all the marksheet including the 6th semester by the end of October 2014.
Eligibility-
-B.A. (Hons.) Economics of the University of Delhi with 50% or more marks in the aggregate.
-B.A. (Hons.) / B.Sc. (Hons.) Economics of any other Indian University recognized by the University of Delhi with 50% or more marks in the aggregate. In the case of Universities where the B.A./B.Sc. (Hons.) Economics degree includes courses other than Economics, the course shall be treated as an Honors course only if it contains at least 55% marks of the total marks in respect of papers in economics.
-First Class with 60% or more marks in Graduate/Post-graduate degree in any other subject from the University of Delhi or any Indian University recognized by the University of Delhi.
-No candidate will be admitted in the General Category unless he/she secures at least 40% marks in the Entrance Test.

UPSC examination is conducted every year and on the basis of this examination a number of IAS, IPS, IFS officers are recruited.
* To be eligible :
- You need to pass graduation in any field from any recognized university.
- You are eligible if you are in the final year of graduation.
- Your age must be between 21 to 30 years. 3 and 5 years of relaxation for OBC and SC/ST respectively.
- You must be an Indian citizen.
If you fulfill the criteria mentioned above, you may sit for the exam.
* Preparation :
- To crack the exam, the preparation requires the right approach along with the right study materials and strategy. Preparation entirely depends on your caliber and understanding of the subject. You may start preparation as you feel comfortable.

- Reading newspapers such as The Economic Times, The Times of India, The Hindu, Statesman, Telegraph etc will also help you to get a good hold on the English language.
- Always keep the syllabus and past five years question papers handy.

Please remember M.Tech is called as MS in universities abroad, so you may really pursue this course provided you fulfil the eligibility criteria for the same.
Please remember before going for pursuing studies abroad you need to first decide does the course will be helpful for you i.e. does it provide good job opportunities in India or abroad.
Please remember the cost of education abroad would be much more as compared to education in India, so you need to decide whether it is worth to invest such a big amount.
For your reference find below some of the finest study destination to pursue masters degree:
- US.
- UK.
- Australia.
- Germany.
US is the best study destination to pursue masters degree but getting a US VISA is very difficult.
Getting a VISA for UK is not difficult, but the duration of masters degree in UK is one year only as compared to two year in US.
Australia has very good job prospects as compared to UK or US.
The cost of education in Germany is very less as compared to UK, US and Australia but getting admission in German universities is very competitive, you need to have very good academic record to get admission in German universities.
Please note that institutes in India do offers campus placement to students, whereas such facility in not available in universities abroad.
You may work part time while pursuing studies abroad, but such opportunity in not possible in India.
So based on the above mentioned parameters you may decide whether to pursue MS form India or abroad.
In order to pursue masters degree from universities in the countries mentioned above, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
Please remember universities in UK and Australia do not require GRE scores.
