I think you should go for BBA than B.Com, since you can learn some basics of MBA subjects, which can help you boost your career in the industry and BBA has a lot of scope than B.Com.

You can't take admission in those universities (on JEE rank basis), who conduct their own entrance exam. So, you have to qualify the entrance test organised by IPU.

The dates will be officially declared in around April, 2019. In 2018,
1. Applications begun from 22nd January and ended on 28 February.
2. The admit card was released on 8 April.
3. THE EXAM took place on 23 May.
* So this next year i.e. 2019, expect the above events to take place around the mentioned respective dates.
# In other words, the exam in 2019 is likely to be conducted in the second or third week of May.

Scholarships are usually on merit, and typically when you apply you will be considered for it automatically. Backlogs and reattempts won't help much if you are aiming for scholarships, work exhaustively on your academics and build a good profile for better chances. Good luck.
