Well education in Germany is government funded and you might have to pay a minimum fee ranging from Euro 140-400. But, this is only applicable for technical courses and not management courses.
For more details regarding study in Germany, I would suggest you to get in touch with DAAD. DAAD is officially authorized to provide information about education in Germany
