No, to do M.Sc you have to first complete your graduation. After class 12th you are not eligible for M.Sc.

Hello T Khan, It's indeed quite tough to answer this query. For general category it's 20K to 30 K rank. But then if you are from the linguistics minority then 50% seats are reserved for you.
