However, every college has different academic structures. You can have a look at the syllabus and compare the branches for the particular colleges you are interested in.

Yes, a number of universities and state university colleges are free but you must bear your living expenses and cost of study materials too. Norway is expensive minus the tuition fee. University of Oslo (UiO) is a well known university globally. There are others too, please research. You can go for post-graduation in chemistry. Thereafter, if you want to make a career in education field then you need to do PhD and also clear the UGC NET exam. Alternatively, you can do job in private sector or appear for government admin competitive exams.

there are many entrance exams like CAT MAT XAT etc. for doing MBA from top business schools you can appear in any one of theses exams and should score above 90 percentile to get admission in top business schools. there are many colleges in India that give admission to students on the basis of these scores

Hi Sanket,
Having field work experience after civil engineering degree would be the best. Otherwise, the further studies would depend upon the work you want to do. That is if you want to pursue in the education field then go for M.Tech. If you want to join a corporate sector then do MBA. Doing a course in architecture would also be good if you have interest in it.
