Yes, you may surely pursue MBBS from Ukraine, however please remember after completing your MBBS from Ukraine, you need to clear the MCI test, to be eligible to practice medicine in India.
Unless and until you clear this exam you will not be allowed to practice medicine in India.

As per your profile, I would suggest you to work for 1-2 years after completing your graduation and then pursue MBA as it will further enhance your career prospects.
As you wish to pursue MBA in HR, so once you complete your graduation you may look for some entry level job in HR field, and gain experience for 1-2 years and after that you may pursue MBA-HR, it will surely enhance your career prospects.
