The admission criteria are as follows:
An applicant should be a graduate in any discipline from a recognised University with aggregate 50 percent marks. Candidates appearing for final year degree examination can also apply if they expect to score high marks. You must take the GRE and TOEFL, a good score in GRE is important as it is one of the deciding factors. Depending on the program and university there might be other requirements too. You must also check if the university accepts three years Bachelor degree from India, most of them requires 16 years education.

Yes, most colleges accept international students with 3 year undergraduate degrees. What you can do is confirm it with a university of your choice. Write to them and ask if you are eligible. Most probably they will accept your credentials.
