You only need a minimum of 55% in class 12th. Qualifying marks in NATA would be governed by the following rules. You must satisfy all three rules to qualify.
1. At least 25% must be secured in MCQ portion (30 out of 120)
2. At least 25% must be secured in drawing portion (20 out of 80)
3. Overall qualifying marks (out of 200) would be based on post-exam statistics and at the discretion of

Your IELTS score is nothing to do with your visa fees. IELTS exam is just to check out your proficiency level in English. However, you can get some sort of scholarship with this score, but don't ever think of any relaxation in visa fees.
All your visa proceeding is been done by the Embassy (of the concerned nation), so they have their own criteria. IELTS is taken for admission in a university.

No, NITs and IITs don't accept MAT scores for admission. It is compulsory to have a valid CAT score to get admission into IITs and NITs for MBA programs.

All the IIMs accept the scores of only Common Admission Test (CAT) for their respective admission processes. There aren't too many good colleges which accept scores of MAT scores.

Very few students take classes in engineering and no big institute provides the same. You can take guidance from your professors and also from your friends, they only can tell you about the best teacher.

Both the branches have good scope, opt for the one that you love the most and are most passionate about and analyze the future work conditions, scope and growth prospects before taking admission.
