Hi,
In order to start a career in Government schools it is necessary to write the state level or national level tests. The test organized for state level is named as STET or State Teacher Eligibility Test. The one for national level is named as NET or National Eligibility Test. After clearing the test one can join in any Government School as a teacher.

No it is not mandatory to learn German language to pursue studies in Germany, however please remember since Germany is a non English speaking country, and their national language is German, so it is always advisable for students to pursue some basic level German language course before leaving for Germany.
The advantage of learning German language would be that once you land up in Germany you may easily read the instructions written in German language plus you may easily converse in the market area and with the teaching and administrative staff of the university.
