If you have completed your Diploma from AMU then yes you can directly start from 2nd year and it does not matter whether you do from AMU or any other. You have to qualify the engineering entrance test of AMU.

It is good that you started thinking about your future. Now for IAS, you need to have graduate degree to write exam, so what I suggest you is to take any degree course, which is not hard as any technical course and start preparing by reading newspaper, current affairs, GK, History, Geology Etc. and take some help of tuition and write exam. You have 5 years from now start utilizing it.

Hi Prajwal,
You should start visiting university websites, check out the deadlines, entry requirements, fee, etc. and make your choices. You have to be very active and alert, the admission processes usually starts a year ahead of the class intakes so you have to apply immediately after obtaining your diploma. Chances will be less that you can start classes from next year onwards but you can target January 2019 intakes of many universities.
