Yes, you can pursue a Masters with ELICOS certificate if you do not want to retake IELTS after some good coaching, a lot of people opt for retaking this as the cost of ELICOS is much higher. In fact, I am processing a student for Masters with ELICOS in accounting.

You can't change your course in the final year. You will have to complete your B.Sc to get a graduation degree.
Work hard and try to clear all the subjects in B.sc and after Graduation you can choose other stream.
