No dear Pavan. It is a subject in syllabus in BTech or MTech or MS. Anyway you can request any College or Prof to issue a certificate that you have knowledge in the subject, on his letter head. I guess, this should suffice the need.

Age Limit: 21-30 years as on 1st August of the year of Examination. You'll be 27 as per the rule.
Following are the number of attempts allowed :-
1. Civil Service Examination - General-4, OBC-7, SC/ST- No restriction
2. IFS Examination- General-4, OBC-7, SC/ST-No restriction
There is no restriction on number of attempts in any other Examination conducted by the Commission.
So, you can accordingly calculate.

It is perfectly your choice otherwise courses like DCS / PLC / SCADA are very much available in major cities like Mumbai with similar or better training. Let me add that for vertical career promotion, you can plan BTech through distance learning which shall give you better advantage than short term courses. Please take it as an option or advice only and you are seriously planning study abroad then you may move ahead. Best of Luck.
