The 2 best countries currently are Canada & Australia for both studying and then getting a post-study work visa leading to permanent residence. Weather-wise you may prefer Australia as Canada has severe winters.

Sorry you can't pursue horticulture with commerce background in graduation it's require science with biology subjects But if you want to see ur career into this field than you can search MBA in particular specialisation .

Its good to know that you are interested in this field. To start your career, you need to pass 10+2 from science stream along with biology. The entrance test for bachelors is conducted by All India Common Entrance Examination. After doing Bachelors in animal husbandry BVsc and AH one can go for masters.
