Yes, you can get a decent enough state government college depending on your state with percentile, but I don't think you will get into any NIT, especially for core branches.

No. You won't be able to get a seat in VIT. Most of the seats get over around 40k rank. You won't be able to get a seat in any of the campus. Sorry :(

As per CBSE's official data, as many as 1043739 candidates have registered for JEE Main 2018 offline paper held on April 8, out of which 646814 were boys, 266745 girls and 3 transgenders. Apart from the test on April 8, the official data for JEE Main 2018 Online held on April 15 and April 16 is not available. For JEE Advanced also, we can know the figures once the registration of JEE Advanced 2018 closes.
