As per IP university at this rank you couldnt able to get into CSE.
You can check for MIT, COEP, BITS , Lovely University.
One of my cousin has taken admission in lovely professional University with scholarship. It is India's largest University why don't you try there.

Application Fees – Rs.750/- in person & through online.
For Civil/Mechanical/Civill & Infrastructure/Mechanical & Production Engineering - Rs.1,50,000/- (25% scholarship given under Serva Siksha Scheme) - after deducting Scholarship Fee will come around Rs.1,12,500/- per annum & you can make the payment by Semisterwise.
For all the other courses - Rs.1,30,000/- (25% scholarship given under Serva Siksha Scheme) - after deducting Scholarship Fee will come around Rs.97,500/- per annum & you can make the payment by Semisterwise.
Hostel Fee - Room rent - Rs.35,000/- ; Mess (Food) Fee - Rs.35,000/- & Ele
