You'll have to select the country and institute first. generally students keep choosing the institute first on a lighter side but I'd say choose an institute first so that you can have a target to target upon. next thing is to looking onto to the eligibility criteria.
Generally the foreign institutes do intake the Diploma Holders from India easily but I'd suggest you to appear for a supplementary Hindi paper which would equilate your Diploma to 12th standard and hence it would be easier for you as well to apply. Next thing is to knowing about the complete fund so that you can arrange for the same. you'll need to keep a sharp eye on the fast changing rules. Canada & New Zealand as of now are some of the best places for foreign education. You'll need to appear in IELTS (TOEFL in some countries) and to score at least 6 bands to be eligible to pursue. There's no need/requirement of appearing in any other exam. Eligibility criteria varies from institute to institute.
Talking about the other courses, yes, there are many other courses which you can opt for. Diplomas and Certifications are there in your core specialization subjects.
The budget generally revolves around 6-8 lacs of INR excluding the fund that you have to show.
