NDA is an academy, which prepare candidates to be gentleman cadet and future officer of Armed Forces. In NDA, you can avail Air Force as a choice, and if you get higher marks in NDA Written exam. No, you cannot give NDA exam after passing class 10th. For NDA, you should be class 12th pass. NDA stands for National Defence Academy and this exam is conducted by Union Public Service Commission. As you wish to join Air Force and Navy, you can apply for NDA exam once you complete intermediate.

You can do part time law. But, you will not be allowed to practice law, i.e you will not get the license to be a lawyer and stand in court. So, if you want to pursue law for knowledge, then you can check out institutes which offer part time law degree. All the best.

You'll have to register through VTU as MS is not a university, and get a guide from MSRIT, check for the forms in VTU. They have released it on their official website.

Yes you must have minimum 45% marks in graduation for the MBA program from a distance learning university and if you are willing to do Bachelor course then you 45% marks are mandatory to have in Intermediate (class 12th)

Open Universities are flexible enough. You can enroll in the program of your choice and submit an application stating your problem.
Also, there are many open universities which provide online programs. Check them out. There would be provisions in Dubai too.

Start with basics. Do MS Office first. Then do basics of hardware. This covers the basics. Now depending on your interests proceed further. For instance, if you are going to take commerce then go for Tally. If you are interested in web designing then HTML and so on. There are many free courses online. Also, you can study from places like tutorials point, w3schools, codeacademy, etc. Youtube has many tutorials too. All the best.
