No, IITs don't consider NATA 2019 exam scores. Only JEE Mains papers 2 scores and AAT scores are considered for admission in IITs or NITs across India.

You can get NIT- Trichy, Warangal, Calicut and Allahabad and others but the institutions I have mentioned are the best for CS as they are research-oriented institutions and have much higher package offering.

Sorry, but my answer is no. 37 percentile means about 6 lakh rank in JEE Mains. For getting admission in NITs or government colleges you have to be in top 5 percentilers, even you have the state quota of 50%. So study hard and get good marks next time.

(1) Physics, (2) Mathematics, (3) Language, (4) any subject (chemistry, biology, biotech, technical, vocational subjects), (5) Any other subject and with minimum 60% (55% in case of candidates belonging to reserved category) marks in above subjects taken together.
Admission is based on All India Ranking (CRL) of JEE (Mains).
