Dear Saket, The fee structure for 2 years UPES MBA program is Rs. 8.02 lakhs, which is to be paid in four installments. UPES MBA programs are domain focused programs and are designed for different sectors. You cannot classify any one of them as best sector, as all programs are unique in nature for the sector it is designed for.
To apply to UPES MBA program, candidate should have minimum 50% marks in class 10th, 12th and Graduation along with Minimum CAT score of 70 percentile or MAT score of 75 percentile.

Yes, technically speaking you can, but not all foreign universities take students form diatache education courses. So you need to find out if the ones you are approaching for MBA admission, do take candidates coming through distance education courses.

Good suggestion Manmeet. i shall only add that first choice should be a government University directorate of distance education. besides, if it is closer to your house, its very good. Your ability to access the study centre laboratory should be seen as an advantage.
Just a per degree without practical work will not be helpful

Please let us know in detail which which course you wish to pursue for better advice, however please remember with 69% marks in BE it would be difficult for you to get admission in good German universities.
Please note that besides academics and IELTS you also need GRE score for admission in masters degree in German university.
