Yes the loans are easily available. SBI at XLRI has a good loan scheme and they are quite efficient as well,processing the loan applications within 3-4 hours in some cases.
A good number of Scholarships are also available which require above par academic performance. In my opinion scholarships are not that easy to get and are pretty competitive.
The return on investment question is very important and XLRI has claims to some really good academic programmes. The stay is very good and infrastructure is top notch, and XLRI probably has one of the best campus cultures.

Low percentage matters the most during placements. If you are not interested to work in the industry then pursuing an MBA for pure academic value is not a very popular decision.
Also, low percentage will affect your chances of getting selected into good MBA programmes. But don't lose heart, getting high scores in competitive exams does balance your chances of conversion and your overall profile plays more important role than academic scores only.

The cutoff varies year by year. Though the general trend has been hat people who have more than 60 percentile are called for gdpi. Sectional cutoffs are not there as of now.

No, you won't face any problem as many students pursue B.tech CSE and perform well without having CS during their 12th. This is quite good specialization and is full of job opportunities.
