I would suggest, you should do this course from the College of Management and Economics Studies, UPES, Dehradun.
The program consists of a major stream and an elective stream selected from accounting, marketing, business management and business information systems or operations management. The provision of the elective stream enables you to study a second business area in depth and to develop skills and overall marketability. This allows greater flexibility to choose alternative career paths. In addition, the emphasis is also placed on logistics and supply chain management courses. Students also undertake a major dissertation and can opt for a specialisation in retail logistics and manufacturing logistics.

To become an electronics engineer, your brother needs to have Physics, Chemistry and Mathematics in 12th standard. During this time, he can also join a good engineering coaching institute for better preparation. After completing class 12th, your brother needs to appear for various entrance examinations. I would suggest him to appear for IIT JEE and AIEEE. These two entrance examinations provide admissions to IITs/ NITs and other government colleges, which are cost-effective.
I would also suggest him to appear for individual state examinations (OJEE in Odisha, EAMCET in Andhra Pradesh/ Telangana, COMEDK in Karnataka, etc.). These exams also guarantee good colleges and serve as a backup in case things don't end up the way he has planned for IIT/ AIEEE.
Every state has its own share of good engineering colleges. So, don't underestimate or overlook them. They can prove to be vital. The more the entrance examinations you appear for, the more the options he will have for choosing colleges.
Certain private colleges like SRM, KIIT - Odisha, GITAM - Vishakhapatnam and ITER - Odisha conduct their own entrance examinations. Your brother can opt for these as well.
After the results of those entrance examinations are announced, if your brother has a valid score and rank, he can attend the counselling procedure for the respective entrance examination. During the counselling procedure, he can select a college of his choice and the branch of engineering.
