It is difficult to compare Civil Services examination conducted by UPSC with Engineering degree. However, Job opportunities after Civil Services and after engineering degree can be compared. Yes, you can get state level colleges also. Today, almost every college comes under IIT-JEE exams because common entrance exam has been made for all states. Some of the states like UP, Maharashtra and other private universities are conduction different exams but maximum colleges in India are accepting IIT-JEE score.
