Hi Vaibhav,
According to the ranks you have mentioned it seems difficult to get admission in any of the decent Engineering colleges, so I would suggest you to try with some Private Institutes or reappear next year and try to get in some good colleges.

start speaking english n leave all hesitations abt what all others will think n make small sentences with ur frnds n use hindi word where u feel tough but start speaking english .
start watching news or english news n hear what type of english they speak n understand meanig n start noticing what set of words r used if a particular word is used like
"we use first form when we use didnt or first form of verb is also used with should n could n would"
start reading newspaper n read that portion u love or like,.
n dont feel bad if u understand 60 % today but
it will take time.

well you can do the distance learning course from any city, so why going specifically for vijaywada. instead try doing it from a known university which will aid you in career progressions. IMO try for ICFAI , Symbiosis or Sikkim manipal university.
