U don't need to go anywhere u can download it from their website that is www.icsi.org. u can even register online. And the criteria for getting into CS is thatu should at least be 12 the pass with minimum 50% marks.

If you are confident to crack the JEE , and your confidence is backed by your tutors (who have a better idea about you and your capabilities), then it is better to go for JEE.
