TOEFL is a test for English language proficiency to study abroad. Your 12th marks are not important for taking the test. Having poor marks in 12th and good score in TOEFL won't be of too much help, you may receive if the university likes your profile and also TOEFL has its own scholarship schemes. You can appear for JEE Advanced only if you qualify JEE Mains. You may appear for JEE Mains again, as there is no bar on number of attempts. Work hard and be consistent in studies.
