The cutof HPCET 2018 will be declared after the results are announced by the official authorities. The concerned authorities will prepare the HPCET 2018 cuttoff based on the marks secured by the candidates. Separate merit list will be released for JEE Main 2018 and HPCET 2018 qualified candidates. Those candidates who are named in the merit list will have to report for the counselling and seat allotment session.

If you opt for B.Com (Hons.) then Maths is compulsory for admission, not only for Hindu College of Delhi University but also for other colleges.
But if you are opting for B.Com (prog.) then Maths is not compulsory for every college of Delhi University.

For CAT you need to have a full time Bachelor's degree. So, I think you should confirm once with CAT authorities. The contact you can get the official website of CAT. They resolve these on a case to case basis.

I am sorry to say there's no chance for NMIMS KPMSOL, Mumbai.
Last year, in 2017, the cut-off was approximately rank 3460.
Your marks are very less. You can apply to other private colleges.
