Admissions to engineering colleges in Mumbai are as per your score in MHT CET. There are some better known colleges which require better score and there are some not so well known colleges which do not require good score.

IELTS score is mainly a university requirement. If you have a good profile chances are good irrespective of the score in one module. You need confidence, good communication skills, a good application package and no immigration plans to be hinted.

For the current year, it is unpredictable, but yes, till last year one of my friends got mining in the last phase, being a general candidate. So, considering the current methodology you may need to score above 220-240 to get NIT-K for general.

what do you want to study is entirely up to you. After a Diploma, it is better you complete your Bachelor's degree to keep all options open. You can also look for universities in Germany, USA, and Canada. Japan and Singapore could also be considered.
