Should I write GRE to get into TU Munich University in Germany (stream: integrated circuits)? What is the minimum percentage?

Not necessary but having a GRE score will help. There is no minimum percentage, students accepted are academically strong and have percentiles as high as 90%. So if you have more than 75% you may have a chance.
