Free seat is a seat on which admission is done on the basis of merit in some exam conducted by the university or some other body recognized by the university. Paid seat is a seat on which admission is done on payment of fee which is in excess of the fee payable towards tuition fee and other fees and other charges declared by any institution in its prospectus for admitting any person as student in such institution.
There are universities many universities like Sharda, Lovely, NIIT that do not have this system. Same fee is applicable to one and all. Some of these universities also offer scholarships to students.
