Bank PO Exam is conducted by the banks to recruit for the post of Probationary officers who, after the probationary period of 2 years join the management of the bank. Any graduate of suitable age group can appear in PO exams. JAIIB, on the other hand, is only open to the existing employees of the banks. JAIIB means Junior Associate to Indian Institute of Banking and Finance. Its equivalent to non-employees of banks is Diploma in Banking and Finance (DBF). These are conducted by the IIBF. So, first clear PO exam, and then appear in JAIIB after joining any bank. Later on, you can appear in CAIIB but only after clearing JAIIB.
