What is the eligibility criteria to pursue masters degree from Germany?

I completed my b-tech in electronics and communication engg with 70% 2013 passout, 10th 75%,inter 61%.and my IELTS score is 6bands. is it necessary to write gre for masters in germany? pls help me to find correct university in germany.
