Hi Ananya! You can pursue fashion designing course in any institute, even the top ones as your class 12 stream does not play any role in the admission. Your performance in the entrance exam will determine your admission. Most top design schools conduct entrance exam which constitutes of 2 parts: General Ability test and Creative Ability test. For the latter part, you need to be very creative and should possess some drawing skills in order to put your ideas into artistic presentation. So, having arts subject is not important, but to have artistic skills is very essential.
