Which is the best college for me? I have got 58.1% in 12th and 67 marks in JEE Mains with 48625 rank and 172 marks in UPSEE.

I don't think your marks and rank is in sync. Either rank or marks are wrong. try again after cross-checking and verifying. -
If your JEE Mains rank is general rank then it is a big mistake if you have not applied for JOSAA counselling if you applied for counselling then wait for result and if not and you want to go for engineering then go for private college whose dates for admission are still available.
