Hi, SEE the both of the course of computer Science engineering or CSE with specialisation is good. However from my point of view after completing 12th course its too early to decide about specialisation in any of the stream of engineering. While students takes admission in engineering, they have some basic knowledge on the particular domain. While they studying for two years they comes across various courses and decides to join the or take extra learning for that particular topic. The main difference between the specialisation course and normal course is in specialised CSE stream, specific subjects related with specialisation is taught. So it would be best to take CSE over CSE with specialisation.
