Why don't all institutes offer a one year LLMprogram if it is equivalent to a 2 year LL. M.

Dear Student, Not all institutes can offer a one year programme. UGC has set some criteria - such as : (From the UGC website) (I) Every university desirous of starting one year LL. M. programme under these Guidelines shall establish a Centre for Post-Graduate Legal Studies (CPGLS) which will have a
