There are two ways to take admissions in LPU, with scholarship, and without a scholarship, but in bot the case you have to sit for LPUNEST (LPU's Entrance test) along with 60% marks in 12th (many courses need 50% only like BBA). So yes, you can enroll in LPU if you have 60% but it would not worth taking admission on the basis of your 12th percentage as you will not be able to avail of any scholarship with this many marks.
