It depends on branch you select. For CSE it is not possible. -
Take the advantage of your category and go for the JEE Advanced exam and bag any IIT you want. Seems like you are a focused person, so it'll not be a difficult task for you. Getting into an IIT takes a lot of hard work and dedication.
