I completed my 2nd pu and my course was Science and later I pursued BE in EEE and graduated in 2019 Can I take psychology course after that?

You have not written about the course level and the College name. However the eligibility criteria of M.Sc. Applied Psychology of Pondicherry is given below. Eligibility criteria B.A. / B.Sc. (Hons) three years course in Psychology with at least 55% marks or Bachelors degree with at least 55% marks in aggregate in any discipline with Psychology as one of the subjects for all three years. So from above you are not eligible for M.Sc. Psychology course.
