I have political science honors degree from DU Gargi College with third division. Am I still eligible to apply for B.Ed?

No, it is not possible.You have to improve your performance in graduation by improvement form.
Or do the masters and maintain minimum eligibility qualifications. -
Sorry to say but for B.Ed you must have at least 50% marks in graduation degree. -
To pursue B.Ed, a minimum of 50% is required for general category students . If you belong to any other category, you can try. As I do not know your percentage, I cannot confirm your eligibility.
