I don't think that 21 marks are even quantifiable for OBC students. You won't be able to get a good college with these marks. -
You can't get NIT but yes, you can opt for the GFTI. In that, you can get a good college as according to your marks. -

With 21 marks you are not eligible to get any college under JEE Mains, since the marks are very less and with the heavy competition in JEE you can't able to get admission.
It is better to take admission in some other deemed institutes. -
