I've completed my degree with 4 backlogs in 2010 to 2013 in Kakatiya University (regular). Can I clear my backlogs with an open university?

    I do not think that will be possible, as the current university will not allow you for the same. However, you can still and enquire from your university, if there can be any provision to help you clear your exams.
