My IELTS overall band is 6 (6.5-5.5-5.5-5.5). Can I apply to Canadian colleges? I did my 10th with 87%, 12th with 78% and B.Tech with 63%.

Hi Surya, yes you can, but I will strongly suggest you retake IELTS. Admissions will be challenging, but not impossible. Try in SPP colleges too.
