$I_{O O'} = [\frac{1}{4} M {(\frac{a}{2})}^{2}] \times 2 + [\frac{5}{4} m {(\frac{a}{2})}^{2}] \times 2$

$= \frac{6 M a^{2}}{8} = \frac{3}{4} M a^{2}$

x=3
