You can look at EMBA programmes provided by IIMs, although these EMBA programmes are not part time programme but definitely would be a great addition to your resume and get you good job opportunities. EMBA programmes provided by IIMs require a person to have 5+ years of experience and he/she needs to appear for CAT (Entrance Examination). For part time programmes you can check MDI, FMS, Fore School of Management, IMT, Symbiosis etc.

I regret to inform you that you are not eligible to pursue Masters in Canada due to the reaon that the degree requirement in Canada for a masters degree is 4 years whereas you hold a 3 year UG degree. You can either pursue a 1 year PG diploma, and then apply for Masters in Canada or look for a university in UK where your 3 year degree will be accepted. IELTS is also accepted in UK so you don't need to worry about the fact that your IELTS may go a waste.

As far as Scholarships are concerned you would not find many Institutes, however you can check with AIMA for the Management courses which they are providing or if there are any other institutes providing scholarships. I would also suggest you to check for Education loans.
